Cheapest route is in OBS, create a new “scene” for each camera (plus a “scene” for the window capture if you are sharing notes from an app). Then assign streamdeck buttons to each scene. IIRC the F1-F12 keys only work if you’re using the Replay Viewer. If you’re spectating a live match, sometimes the game won’t let you change to the correct person.
