Both ate kirst cylinders. I recently loaded the 38 with heeled 150 grain bullets over 18 grain equivalent of American Pioneer Powder. Accuracy was non existant. The 38 special one should use either rebated bullets or soft lead hollow point SWC (to expand and fit the barrel) or accuracy won't be too good. The 38 short Colt cylinder does not have that problem. Neither does the 45LC cylinder for the New Model Army 44.
